[BUG] Loading environment indicator persists after all components are fully loaded

Description

The "Loading environment..." indicator in the CLI header remains visible indefinitely even after all environment components have fully loaded. Running /skills, /mcp, and /instructions all confirm everything is loaded and functional (5 skills, 3 MCP servers, custom instructions), but the loading indicator never clears.

Steps to Reproduce

1. Launch copilot in a workspace with custom skills, MCP servers, and custom instructions configured
2. Wait for all components to load
3. Verify via /skills, /mcp, etc. that everything is loaded
4. Observe the "Loading environment..." indicator persists in the header

Expected Behavior

The loading indicator should disappear (or change to "Environment loaded") once all components have finished loading.

Actual Behavior

The loading indicator remains visible indefinitely despite all environment components being fully loaded and functional.
