Fix inconsistent/incorrect note about pull request template features

This change fixes incorrect/inconsistent information about pull request template features that implies pull request templates have the same capabilities as issue templates, when, in fact, they do not. Specifically, this note that starts with:

You can also create pull request templates that open with default labels, assignees, and a pull request title.

But pull request templates cannot define default labels, assignees, or titles, pull request templates only affect the pull request body.

This PR updates the page on Using query parameters to create a pull request to match the information on the Creating a pull request template for your repository page, which indicates:
