`Get pull request comments` not fetching comments

Describe the bug

It looks like the tool is not working as expected. Is it not including the comments that are added outside of a "Review" context? microsoft/windows-rs#3754 clearly has several comments but the Get pull request comments tool is unable to get them.

Steps to reproduce the behavior

1. "Get PR comments from docs: update README to include guidance on using looser semver ranges for dependencies microsoft/windows-rs#3754"
2. GHCP uses Get pull request comments tool from remote Github MCP server
3. tool returns empty response

Expected vs actual behavior

I expect this tool to actual return the comments i see in microsoft/windows-rs#3754

this seems to be the same issue as #735 (comment)

We reworked the tools to signify the difference between the comment types.

This change #1062 is not part yet of the latest release.
