Reply a comment cannot be put into that comment conversation

Describe the bug

When I asked github mcp to help me reply to a comment, it didn't reply to the conversation. Instead, it replied to the main thread of my PR

Affected version

Please run docker run -i --rm ghcr.io/github/github-mcp-server ./github-mcp-server --version and paste the output below

I installed github mcp to VSCode on VSCode marketplace, cannot get version through docker

Steps to reproduce the behavior

1. Type this 'Help me write a reply to the comment [Enter the comment link]'
2. Go to the PR link and see the reply is not under the comment conversation

Expected vs actual behavior

Expected: reply to the conment conversation
Actual: reply to main thread of PR
