Relocate library into packages/core (file moves only)
Pure directory moves for the bun-workspace restructure, committed on their own so the substantive diff (configure() enhancement, workspace config, and the new packages/svelte wrapper) stays unstaged for review. For the four files that also changed (index.ts, types/index.ts, options.ts, options.test.ts) only the relocation is committed here; their content deltas remain unstaged.
