Implemented a context cache in LiteRtDispatchDeviceContextT to store and retrieve QNN handles based on bytecode pointer and size. Updated LiteRtDispatchInvocationContextT to use shared ownership via std::shared_ptr, reducing redundant context creations and improving initialization efficiency. LiteRT-PiperOrigin-RevId: 892634715
