Non English characters appearing in CLI output

What happened?

Random return messages contain chinese characters :

What did you expect to happen?

I expect that since my default language is english, that only english would be shown to me

This issue has a PR (#27349) that implements a fix to strip stray CJK characters from English model thought output. The PR has been rebased onto the latest upstream main and enhanced with expanded CJK block coverage (radicals, strokes, enclosed CJK, compatibility), an exported stripCJK() utility for reuse, and 22 passing tests. Since this is a P2 bug affecting real users who see non-English characters in CLI output, could this issue be labeled help wanted to allow the PR to proceed? Thank you!
