Infra: Patch Process Comms

TLDR

The new patching process is working but we need more visibility into what the steps are and what versions we're going to and from etc.

See this run #9244 its not clear if we are merging to .8 or from .8 or what the relase will be.

Acceptance Criteria

• when patching kicks off the comment (see example matching run above) needs to be explicit about what the base version is, and what the new version is
• the pr that is created should also be explicit
• we pass info via the branch name. hotfix/v0.6.0-preview.8/preview/cherry-pick-c93eed6 it should be `hotfix/base//to//<channel=preview|latest>/cherry-pick-
• Ideally when the actual release runs it would update the original pr and the cherry pick pr with a comment.
• ALSO https://github.com/google-gemini/gemini-cli/actions/runs/17955139653/job/51064361610#logs the comment is out right failing so we need to fix that as well.

@shishu314 could you please reach out to @skeshive who was previously assinged to this card before it was block and make sure to sync with her, we should def collaboarate here and if we are picking up cards out of blocked, or that were previously blocked, talkign to the prior assignee is step 1.

@mattKorwel My bad there, did not read the issue history correctly. I've made some investigations into the workflow error and it seems to be that we fail to search for the original pr correctly:
