Code Review
This pull request improves the create-patch-pr.js script by adding a check for pre-existing hotfix branches and making the command execution logic more flexible. The script now returns information about the created or existing branch. However, there is a significant issue with the new branch existence check: it does not respect the dryRun flag, causing it to perform network operations even in dry-run mode. My review includes a suggestion to fix this.
