feat: Add concurrent limit to gitter#4846

Adds a configurable limit to the number of unique concurrent requests processed by the gitter service. - Adds `concurrent_limit` flag (default 100). - Implements a semaphore to limit concurrent executions inside `singleflight`. - Logs the number of concurrent processes. - Refactors `fetchBlob` to allow mocking in tests. - Updates existing tests to initialize the semaphore. - Adds a new concurrency test. Fixes linting issues: - nlreturn: Added blank line before return in gitHandler. - revive: Renamed unused context parameter in mock function. - usestdlibvars: Used http.MethodGet instead of "GET".
