This PR updates the
MANIFEST.infile in the generated output to match https://github.com/googleapis/synthtool/blob/master/synthtool/gcp/templates/python_library/MANIFEST.inI also explicitly added
*.py *.pyito the list of files inrecursive-include. You can test the output by runningpython3 setup.py sdistin the root of a given package.
