Version.java is not updated by release-please

[Version.java](https://github.com/googleapis/google-cloud-java/blob/main/java-chat/google-cloud-chat/src/main/java/com/google/chat/v1/stub/Version.java) in each library should be updated by release-please. But it was not updated in the [release PR](https://github.com/googleapis/google-cloud-java/pull/12128). This would cause incorrect versions being recorded in the instrumentation.
