We should remove [hermetic build](https://github.com/googleapis/google-cloud-java/tree/main/sdk-platform-java/hermetic_build) after the Java migration. In addition, we should remove related workflows, [golden branch](https://github.com/googleapis/google-cloud-java/commits/chore/test-hermetic-build/) in google-cloud-java and cloud build jobs and docker images. Synthtool removal is out of scope of this issue and is tracked via #5372.
