Updating the format of dataplex. Because the format check is consistently failing for dataplex in an [unrelated PR](https://github.com/googleapis/google-cloud-java/actions/runs/24046882489/job/70139210532?pr=12329). However, this check is not failing for [other PRs](#12688). So we are not sure what is the cause of the inconsistent behavior.
