This pull request removes the google-cloud-vertexai library and its associated components, including Java source code, unit tests, mock implementations, and generative AI wrapper classes. It also deletes related documentation, Terraform configurations, and the library's Bill of Materials (BOM), while removing the corresponding dependency from the gapic-libraries-bom. I have no feedback to provide.

java-vertexai is now moved to a separate repo. Remove it from google-cloud-java and point it to the new repo.
To maintain backward compatibility, it is now added to the bom explicitly.
