For the java-spanner partial release, we cannot use the version in this monorepo.

This pull request downgrades several Google Cloud dependency versions in the pom.xml files of the benchmarks and google-cloud-spanner modules. Specifically, google-cloud-monitoring and its related gRPC/proto libraries are reverted from 3.90.0 to 3.89.0, and google-cloud-trace libraries are reverted from 2.89.0 to 2.88.0. I have no feedback to provide.
