ci: enable semantic pr titles for release please

What this PR does / why we need it:

This is PR 2 of 4 that rips out lerna and auto from plugin-tools.

For release please to function correctly we need to move PR titles over to semantic commits. To help lay that work in advance of merging the release please PR this PR fixes up the renovate config and adds a (for now) non-blocking gh workflow that checks PR titles are formatted correctly.
