The two existing dips-branch migrations (`19-add-dips-to-decision-basis.ts`, `23-add-pending-rca-proposals.ts`) both have number-prefix collisions with migrations already on main (PR #1117 + #1162). Combine into a single `24-add-dips-schema.ts` — they always belonged together as 'DIPS schema setup'. The `up()` runs the `ALTER TYPE` (gated by tableExists check, so fresh DBs skip it — sync() creates the enum with 'dips' already included from the model) and then `createTable` + indexes. Three dev DBs need a one-liner to mark the new migration as applied: DELETE FROM "SequelizeMeta" WHERE name IN ('19-add-dips-to-decision-basis.ts', '23-add-pending-rca-proposals.ts'); INSERT INTO "SequelizeMeta" (name) VALUES ('24-add-dips-schema.ts');

This PR introduces support for Graph Horizon, the evolution of The Graph protocol. Here are the key changes:
