Add HaClient documentation review prompt

Summary

• add a HaClient-specific recurring documentation review prompt
• replace copied DeUX documentation structure, exclusions, repo constants, and project constants
• include current HaClient docs layout, public package layout, domain modules, and verified GitHub project field IDs
• make generated issue scripts use body files, explicit project item updates, and HaClient available priority options

Verification

• python -m pytest tests/ --cov=haclient --cov-report=term-missing --cov-fail-under=95 fails before test collection because system python resolves to Python 2.7 without pytest
• .venv/bin/python -m pytest tests/ --cov=haclient --cov-report=term-missing --cov-fail-under=95 passed: 285 tests, 97.08% coverage
