При исключении в методе startCall cannot get capture of audio or video и последующем разрешении прав на микрофон и камеру в браузере, исключение также возникает при вызове метода startCall.

Обходное решение
Разрешить права на микрофон и камеру, полностью закрыть браузер, вызвать метод startCall еще раз.
