[SpecPOWER Data] Modularize code that matches TDP and processor names

In the code we need the matching of TDP and processors.

Currently this is done from the wikipedia data.

We need this as a separate code that we can run independently as we need to need the Github processor TDP from there.

Also it would be nice if there is a separate file with TDPs for known processors that we cannot even find on Wikipedia. Especially the AWS ones.
