download: point signature URLs to ftp-master#146

Assume some users will not check the gpg-signatures. The signature files are small, so we can serve them directly from ftp-master, and users then do not need to trust a "random" mirror.
These files are also small, and this lets us move more quickly and not wait for a mirror sync for these files.
