Doing this atomically makes it seem like we hate ourselves. But whatever. cl/762145914 looks to be the Kokoro rename. Windows build is messed up because cl/761987289 was merged but not #11961 |

This is part of a cross-repository change to generalize the fallback test suite to support other tests, and to change the name for clarity. See also grpc/psm-interop#179.
