Implement Agenda Item Feed Redesign

Context

As we went through our user tests with our beta version of the platform, the engage team wants to implement a redesign of the the item feed page (https://sm.engage.town/#/feed) based on feedback gathered

Tasks

• Implement the new design based on the mockups attached

IMPORTANT: the MEET CITY HALL and CONTACT page from the menu do not exist currently. We should make these button inactive or hidden. The content from the existing HOW TO page will be used for the FAQs
