docs(agents): add maintained section for skills, MCPs, and agent tools

Add an empty 'Skills, MCPs, and other agent tools' section that mirrors
the 'Common ways agents fail' section so the team can list any skills,
MCP servers, or other tools vetted as useful for agents working on
this codebase.
