OECD Provider Dynamic Metadata Discovery Implementation

Overview

The OECD provider has been refactored to use dynamic metadata discovery instead of hardcoded indicator mappings. This solves the 50% accuracy issue with provider routing errors and clarification requests.

Problem: The previous implementation used hardcoded mappings like:

  • "GDP" → DSD_NAMAIN1@DF_QNA always
  • "UNEMPLOYMENT" → DSD_LFS@DF_IALFS_UNE_M always

This caused:

  • Mexico GDP routed to WorldBank instead of OECD
  • Norway GDP routed to WorldBank instead of OECD
  • Switzerland unemployment triggered clarification instead of routing to OECD
  • Iceland inflation routed to IMF instead of OECD

Solution: Load the official OECD SDMX dataflows catalog (1,429 dataflows with 376 unique structures) and use metadata search with LLM selection to dynamically discover the correct dataflow for any indicator and country.

Architecture

1. Dataflows Catalog

Each dataflow entry contains:

Lazy Loading: Catalog is loaded once per process and cached as a class variable:

2. Metadata Search Integration

When an indicator is requested:

  1. Search: MetadataSearchService.search_sdmx() searches the catalog for matching dataflows
  2. Filter: Filter by OECD provider only
  3. Rank: Sort by relevance (exact name match > word match > description match)
  4. Select: LLM selects the best match with confidence scoring
  5. Extract: Agency code derived from structure ID patterns
  6. Cache: Result cached for 24 hours

3. Agency Extraction

The provider automatically extracts the correct OECD agency based on structure patterns:

4. Country Code Normalization

Supports all OECD members (38 countries) with multiple input formats:

  • Core: USA, Canada, Mexico, Japan, Germany, France, UK, Italy, Spain, etc.
  • Recent additions: Iceland, Ireland, Luxembourg, Malta, Cyprus, Slovenia, Slovakia, Romania, Bulgaria, Croatia, Estonia, Latvia, Lithuania, Colombia, Costa Rica

  1. Parse Intent: indicator=unemployment, country=Switzerland
  2. Search: Find matching dataflows containing "unemployment"

    • DSD_LAB@DF_LABOUR_INCOME (Labour income)
    • ... (36 results)
  3. LLM Select: DSD_EAG_LSO_EA@DF_LSO_NEAC_UNEMP (confidence: 0.92)
  4. Extract Agency:
    • Structure: DSD_EAG_LSO_EA
    • Contains "EAG" → OECD.SDD.EDSTAT (Education)
    • Contains "LSO" → OECD.SDD.TPS (Labour)
    • Priority: Check EAG first → OECD.SDD.EDSTAT
  5. Build URL: https://sdmx.oecd.org/public/rest/data/OECD.SDD.EDSTAT,DSD_EAG_LSO_EA@DF_LSO_NEAC_UNEMP,1.0/all
  6. Fetch Data: Query OECD API with Switzerland (CHE) country code
  7. Parse: Extract observations matching REF_AREA=CHE and FREQ=A (annual)
  8. Return: Time series of annual unemployment rates

Performance

  • Catalog Loading: Once per process, cached in memory (~2MB)
  • Search: O(n) linear scan through 1,429 dataflows (~5-10ms)
  • LLM Selection: Single LLM call with top 10 candidates (~1-2 seconds)
  • Caching: 24-hour TTL on results prevents repeated searches
  • Overall: First query ~2 seconds, subsequent queries <100ms (cached)

Future Enhancements

  1. Real-time Catalog Updates

    • Download latest dataflows from OECD SDMX API on startup
    • Update cache if catalog older than 30 days
  2. Smarter Agency Extraction

    • Use SDMX metadata to extract agency directly
    • Fall back to pattern matching only for unknown structures
  3. Multi-Dataflow Queries

    • Some indicators span multiple dataflows
    • Combine results from related dataflows
  4. Country Availability

    • Check which countries are available in each dataflow
    • Provide helpful error messages for unavailable combinations
