Syncs skills/harbor-cli/SKILL.md with upstream changes from harbor-framework/harbor commit 6a8bb1b ("Fix terminus temp & cursor CLI. Closes #1586").

• Require CURSOR_API_KEY (raises ValueError if missing; previously undocumented)
