This issue was originally opened by @SwampDragons as hashicorp/packer#10691. It was migrated here as a result of the Packer plugin split. The original body of the issue is below.

There are rumblings that the v1 sdk may be getting deprecated in a year or so; we should investigate what it would take to upgrade so we don't get caught out.

I don't think it's necessary to investigate until after the core-plugin split is complete, so I'm targeting for v1.8.1
