Docs-only. Records why Phase 9 (Gecko core) is deferred and captures the exact version refs for when it becomes available.

Findings:

• Gecko obfs exists only in sing-box v1.14.0-alpha.31 + untagged sing-quic commit 9467ede27fb7 (gecko.go).
• No stable sing-box/sing-quic release has it; upstream main does not either.
• This fork runs starifly/sing-box 1.12.19-neko-1 + sing-quic 0.5.2 (Salamander only).
• Pinning to upstream 1.14-alpha would drop all starifly protocol additions; backporting gecko.go into a forked sing-quic is high-risk. Chose to defer.

Includes the future core + Android implementation plan for when Gecko ships in a stable starifly/sing-box.

No functional app changes.
