This is just a sketch of a branch that I added to make it easier to visualize, debug, and evaluate #4617 . I didn't want to do anything too substantive before I get more clarity about some of the questions raised there, but I also wanted to offer a way for reviewers to actually see that the API is working besides the tests and perhaps envision what the UI changes would entail. So I'm leaving this as a draft "stacked" PR on top of #4617.
