Add CodeRabbit For Pull Request Review

The Hiero Enterprise Java would like to implement coderabbit to assist with PR reviews. This will allow contributors to get real time feedback on their PR"s and address initial concerns before a maintainers review.

We propose to enable the action for this repository and provide a .coderabbit.yml file that contains custom instructions for reviewing code files.

The goal is to enable contributors with the tools they need to complete initial reviews before a maintainer needs to manually intervein
