Add Hooks create/manage support to hiero-enterprise-java high-level APIs

Problem

The Hedera SDK supports creating/managing hooks (HookCreationDetails, addHookToCreate, addHookToDelete, etc.), but this capability is not currently wrapped/exposed by hiero-enterprise-java high-level APIs in this repository.

I can take this issue.

I’ll do it in small PRs. I’ll start with base hook APIs in hiero-enterprise-base, then add implementation, Spring/MicroProfile support, tests, and docs.

Opened PR #72 for part 1 (API/interfaces/models only).

Before starting part 2 (implementation), I checked the SDK currently used in this repo (com.hedera.hashgraph:sdk:2.32.0) and couldn’t find hook APIs like HookCreationDetails, addHookToCreate, and addHookToDelete.

Should I first prepare an SDK version bump, or is there another API/version you want me to target for hook implementation?

Friendly ping on SDK target for #65 Part 2.

Current repo SDK (com.hedera.hashgraph:sdk:2.32.0) still does not expose HookCreationDetails, addHookToCreate, or addHookToDelete.

If there’s no preferred alternative, I can proceed with SDK 2.67.0 for the next PR (implementation + tests + docs).
