Update `FeeEstimateQuery` to align with the design docs

Description:
The HIP-1261 FeeEstimateQuery design doc was updated in Sdk Hub #179 which corrects several inaccuracies.

Required Changed to Made:

• Chnage included, count and charged in FeeExtra.java from int to long
• Remove notes from FeeEstimateResponse class
• Add long highVolumeMultiplier in FeeEstimateResponse
• Change FeeEstimateMode default from STATE to INTRINSIC
• Add short highVolumeThrottle field to the FeeEstimateQuery
• Add aggregation of fee for chunked transaction
