chore: move bot PR auto draft workflow from archived to archive

Description:
This PR moves the bot PR auto-draft workflow from the archived directory to the archive directory to align with the updated folder naming convention.

Changes:

• moved .github/workflows/archived/bot-pr-auto-draft-on-changes.yml to .github/workflows/archive/
• kept other workflows in the archived directory unchanged

Fixes #2062
