Change description

-persist defendant response status (SUBMITTED) on submit and expose it on the start callback so the UI can block resubmit
-set counter-claim status to PENDING_COUNTER_CLAIM_ISSUED when a response is submitted with a counter-claim
-set responseSubmittedDate on defendant response and claimSubmittedDate on counter-claim on submit

Testing done

-tested manually and added unit tests
