Clean up workflows and update feature request command

- Remove obsolete workflows: aicode-agent.yml, aicode-preprocess.yml, confluence-requirements.yml
- Rename 'Feature Request Enhancement' to 'Enhance Feature Requests' to match naming convention
- Update featurerequest command implementation
- Remove AI Code Agent documentation (no longer used)
- Update help text and tests for featurerequest command
