This change incorrectly downgrades @backstage/core-components and @backstage/theme to very old versions. It replaces the workspace:^ protocol, which links to the versions within this monorepo (e.g., 0.13.x for core-components and 0.4.x for theme), with outdated, hardcoded versions (0.8.6 and 0.1.1). This is a significant downgrade that will almost certainly break the dynatrace plugin. This change should be reverted. The security vulnerabilities should be addressed by updating the actual vulnerable (transitive) dependencies, not by downgrading these core packages.
