This PR is changing Backstage package references from workspace syntax (workspace:^) to fixed versions, which is problematic in a monorepo setup. Internal Backstage dependencies should maintain the workspace:^ notation to ensure proper package linking within the monorepo.

The only dependency that should be updated is http-proxy-middleware from ^2.0.6 to ^2.0.9 to address the vulnerabilities.

Additionally, the PR description warns that the yarn.lock file needs to be updated manually before merging, which is a critical step to complete the vulnerability remediation properly.
