Consider supporting cuda-tile as a Python dependency

Thank @danieldk. Just a note here that currently cuda-tile is supported only on devices that can support CUDA 13+, but NVIDIA is planning to make it backwards compatible which will unlock a whole new level of customisability.
Happy to discuss implementing TiledAttention in HF kernels, that will really bring the software closer to the users.

For now we can support it with the 13+ spec I think. When we're actually at that point of more runtimes, we can update the build.toml and generate the builds. Would you maybe interested in giving it a try to make it compatible with kernels?
