Start building Triton from binary wheels. This makes it easier to sync with the versions that Torch requires. This change adds 3.6.0 and 3.7.0.
This is now a dependency of Torch, so we need to add dependencies to get it built.
And use for Torch 2.9.0.
Fixes macOS cache build.
