Make computeCommandScore a standalone utility

I think the function computeCommandScore would benefit from being a standalone utility.

• This has its uses outside of command
• While there are plenty of libraries that does similar things more in-depth it's nice getting a starting light-weight implementation bundled
• Right now it is exported from the Command component barrel file which makes it harder to test logic using the function without browser environment
• You could also expose some of the currently hardcoded constants in an options parameter for further customizability
