Win10, cannot open webUI if system proxy turned on. #2005

Bug report

I can't open the Hyperion web interface if the system proxy is enabled.
Running locally on Windows 10.
I haven't found any options to configure the interface to bind to a specific adapter or IP address.
If you disable the use of a proxy server in the system and launch Hyperion, the interface opens successfully.

Steps to reproduce

Enable the system proxy. (windows settings - proxy server - use proxy server - "on")
Launch Hyperion.
Try to open the web interface.

What is expected?

The web interface will open.

What is actually happening?

The web interface is unavailable.
