Win10, cannot open webUI if system proxy turned on.

I can't open the Hyperion web interface if the system proxy is enabled.
Running locally on Windows 10.
I haven't found any options to configure the interface to bind to a specific adapter or IP address.
If you disable the use of a proxy server in the system and launch Hyperion, the interface opens successfully.

Steps to reproduce

Enable the system proxy. (windows settings - proxy server - use proxy server - "on")
Launch Hyperion.
Try to open the web interface.

What is expected?

The web interface will open.

What is actually happening?

The web interface is unavailable.

Yes, also I tried adding "localhost" to "except" list, but nothing.
and I receive "ERR_CONNECTION_REFUSED" (if I try open Hyperion UI in EDGE)

Actually, this is a pretty old problem; as far as I can remember, I encountered it even before the Hyperion icon was changed.

If you maintain an exception list manually, you should add

localhost
127.0.0.1
::1

In addition, how do you access hyperion via the browser?

RMB on Hyperion icon in system tray, then just copy url from address bar.

If I disable proxy, and try to open interface again, (without hyperion restart) hyperion open link with another port.
Like this - try with proxy enabled - http://localhost:8110/ (refused)

after disabling - http://localhost:38593/ (succeed)

Do you have access to the proxy and how it works?
I set-up a proxy on my NAS and configured Windows with it and everything worked totally fine....

Could you also share a Hyperion Debug log?
Proxy enabled and the the log after start-up and maybe another log with Proxy Disabled and the from start.

Most of the times it is Psiphon free anti-censorship software.
But this happens whenever I enable any proxy, not just this one.

Could you also share a Hyperion Debug log?

Yes, you need to enable it.
Go to System -> Logs

I just browsed through the Psiphon pages and for me it looks like the problem is related to the software.
This is not a pure forwarding Proxy which even manipulates the Windows proxy settings.

"Does Psiphon for Windows proxy all of my Internet traffic?
Only in VPN mode. After a successful connection is established in VPN mode, your entire computer’s traffic will pass through the Psiphon network. When VPN mode is not enabled only applications that use the local HTTP and SOCKS proxies will be proxied."

Somewhere else the documentation mentions that you can configure via Split VPN that the local traffic stays local. How you had a look there too?
