docs(state): replace rsr-template-repo residue + bump last-updated (#20)

Estate-wide template-residue cleanup. STATE.a2ml had `rsr-template-repo`
literal strings + 2026-01-03 stamp. Minimal cross-format sed (TOML +
Scheme); empty status fields left for per-repo audit. Part of 21-repo
campaign.
