chore(estate): merge estate-standardization-20260607

Resolve .github/workflows/rust-ci.yml to origin/main's version.
Keep .claude/CLAUDE.md identical to origin/main.
Merge brings: GOVERNANCE.adoc, MAINTAINERS.adoc, .github/CODEOWNERS,
manifest.scm, 6a2 manifest/README + anchor/ dir, flat contractiles,
svc/k9 -> self-validating rename, removal of duplicate root
.machine_readable/*.scm set and root contractiles/ template dir,
SPDX header normalization across docs and sources.
