ci: nudge after Actions outage

GitHub Actions had a critical incident from 10:57Z, downgraded to
degraded_performance by ~13:00Z. Workflows fired on main + some PRs
post-incident but several claude/* branches' push events from
~12:30Z were silently dropped (zero runs on those head SHAs while
other repos saw fresh runs). Empty commit forces pull_request
synchronize to re-enqueue.
