chore(tidy): T-4 — add RSR_COMPLIANCE.adoc documenting template alignment + exemptions

RSR template lists `RSR_COMPLIANCE.adoc` as a required root-level
file (link:docs/standards/RSR-OUTLINE.adoc[]); this repo never had
one. Adds it now, with an honest gap analysis of where the repo
matches the RSR template and where it deliberately deviates.

## What's in the file

A short status table covering the RSR-template's required-files list,
followed by:

- **Directory layout** — explains why this repo's `docs/` is richer
  than the template's bare `generated/` + `man/` + `just-cookbook.adoc`
  (the compiler's documentation surface is genuinely larger; the
  template files are a *subset* of what's present, so no gap).

- **Language tier compliance** — references the two existing
  exemption tables in `.claude/CLAUDE.md` (TypeScript: 7 documented
  carve-outs; Runtime: 2 documented carve-outs for the JSR shim and
  the VS Code in-editor harness). Both Hypatia-flagged in CI as
  documented baselines.

- **Validation** — names the gates that constitute "did this build /
  test / format cleanly" (`dune build`, `dune runtest`, `dune build
  @fmt`, `just install-grammar`). Notes that the RSR-canonical
  `just validate-rsr` recipe is not yet wired — follow-up.

## Documented deviations (the ⚠️ rows)

- **No `guix.scm` / `flake.nix` yet.** The `affinescript.opam` package
  + the `justfile` carry the build contract; Guix channel is a
  planned follow-up per the estate-wide "Guix primary, Nix fallback"
  rule.

- **`STATE.scm` substituted by `.machine_readable/6a2/STATE.a2ml`.**
  The repo's `.scm` extension is reserved for Guix per the language
  policy in `0-AI-MANIFEST.a2ml`. Project state lives in the canonical
  6a2 schema as `.a2ml`, matching sibling repos in the same estate
  (`road-skate/`, `affinescript-vite/`, `affinescriptiser/` all
  carry `.machine_readable/STATE.a2ml`, not `STATE.scm`). This is
  the cross-repo standard, not an AffineScript outlier.

- **TypeScript / Runtime exemptions.** Both reference the per-file
  rationale + unblock conditions already in `.claude/CLAUDE.md`;
  this file just provides the one-line cross-link so a future
  RSR audit doesn't surprise anyone.

## What this file does NOT do

- Doesn't move STATE.a2ml — there is no STATE.scm anywhere in the
  estate, only STATE.a2ml; the move is a non-task.
- Doesn't add `guix.scm` — that's a separate substantive change
  (defines build/test reproducibility via Guix-shell), out of scope
  for a doc-tidy PR.
- Doesn't change exemption policy — the carve-outs in CLAUDE.md are
  the authoritative decision; this file *quotes* them.

## Test plan

- [ ] Pure-addition PR; expected to inherit `main`'s baseline CI
      state (the documented vscode-smoke / governance / package
      anti-pattern policy failures).
- [ ] Hypatia: no new findings; no banned-language / unpinned-action
      hits added.
