fix(security): resolve 4 Dependabot alerts in asdf-tool-plugins

- Update ratatui 0.28 -> 0.30 in asdf-acceleration-middleware
  to drop vulnerable lru 0.12.5 (IterMut Stacked Borrows violation).
  Resolves alerts #1 and #3.

- Update rustls-webpki 0.103.8 -> 0.103.10 in asdf-plugin-configurator
  to fix certificate revocation enforcement bug.
  Resolves alerts #5 and #6.

- Sync Cargo.lock files to asdf-augmenters/ mirror copies.
