v-ecosystem: add SEEKING MAINTAINER notice to TRANSFER.adoc

Explicit invitation at the top of the donation bundle: hyperpolymath
is looking for a V-community maintainer to take over management due
to other commitments. Points prospective maintainers at GitHub issues
and the author's email for contact.
