docs(claude-md): prune dead and aspirational language entries
Remove languages declared in the allowed list but with zero files on
disk (Tauri, Dioxus, Gleam, Ada) and the mobile development section
that anchored them. Retain OCaml as "AffineScript / Ephapax compiler
host (planned)" and Nickel as "planned" pending compiler-choice and
config-wiring decisions.
Add rows for languages that are actually pulling weight but were not
explicitly listed: Idris2 (ABI proofs), Agda (meta-checker), Zig
(Rust<->Chapel FFI), Chapel (parallel dispatch). Reflect Rust and
Julia as core implementation languages rather than "performance-
critical" and "batch".
Trim the banned table and enforcement rules to match — mobile-
specific bans (Kotlin/Swift/React Native/Flutter) are no longer
relevant once Tauri/Dioxus are removed.
