docs(CLAIMS_AUDIT): sort tables — surface alpha, phrase alpha + file:line

Sort the surface-claim inventory by `Surface` column alphabetically,
then by source-document sentence order within each surface. Sort the
phrase-sweep table by `Phrase` alphabetically, then by `Surface`
alphabetically, then by file:line ascending.

IDs reassigned in the sorted order. Cross-references downstream
should cite both the ID *and* the verbatim sentence to remain stable
across future re-sorts; an "ID stability" note added in
§"Provenance and follow-up".

Row counts unchanged: 69 surface-claim rows + 20 phrase-sweep rows.
No verbatim sentence is altered; no mapping is altered; no row is
added or removed.
